How the PEI Provincial Nominee Program works — Express Entry, labour impact and business impact categories, explained by a licensed RCIC.
The PEI Provincial Nominee Program nominates workers and business applicants through three categories: Express Entry, Labour Impact and Business Impact. Most worker streams require a full-time job offer from a PEI employer. PEI operates an expression of interest system and issues invitations in periodic draws, with the smallest annual allocation of any province.

Who may qualify?
- Skilled workers with a full-time long-term offer from a PEI employer
- Critical workers already employed in PEI in eligible occupations
- International graduates of a PEI institution with a qualifying job offer
- Express Entry candidates with PEI employment or a strong provincial connection
- Entrepreneurs prepared to actively manage a PEI business
Eligibility requirements
- Meeting the eligibility criteria of the specific stream you apply under
- Approved language test results at the minimum level that stream requires
- An educational credential assessment where the stream requires foreign education to be assessed
- Proof of settlement funds where the stream requires it
- Genuine intention to live and work in the nominating province or territory
How it works: step by step

Confirm your NOC and TEER
Provincial streams are built around National Occupational Classification codes, so confirm the code that matches your actual duties before anything else.

Check the current stream criteria
Open the official provincial page and confirm the stream is accepting applications and that you meet its current criteria.

Register or submit an expression of interest
Most jurisdictions ask you to register a profile first and issue invitations from that pool.

Apply for nomination
Submit the provincial application with supporting documents within the deadline stated in your invitation.

Apply to IRCC for permanent residence
A nomination is not permanent residence. You then file a federal PR application — through Express Entry if the stream is enhanced, or on paper if it is a base stream.

PEI's small allocation means the deciding factor is usually an employer relationship that already exists, not profile strength. Candidates without an Island connection are generally better served comparing several Atlantic options at once.
